Invitation to participate in a Pre-Application Conference for
Dau Giay-Phan Thiet Expressway Project (DPEP) in Hanoi, Vietnam
Dear Sir or Madam,
On behalf of the Ministry of Transport of the Socialist Republic of Viet Nam (MOT), I have the honour to invite you and your firm to participate in a conference on September 19th in Hanoi, Vietnam regarding Dau Giay-Phan Thiet Expressway Project (DPEP). The DPEP is a Public Private Participation (PPP) project which involves a 4-lane, 98.7 km toll road connecting Dau Giay in Dong Nai province with Phan Thiet in Binh Thuan province in Viet Nam.
The DPEP has been designed as a PPP under the Design, Build, Finance, Operate, Maintain and Transfer (DBFOT) model. The Government of Vietnam (GOV) has finalized the necessary clearances and decisions regarding DPEP, including tariff rates, details of land acquisition to be undertaken by GOV, as well as the provision of long-term loans and Viability Gap Financing (VGF) to be financed by the World Bank (WB). The WB has also supported MOT in arranging the transaction advisors to ensure that DPEP is prepared in line with international standards. In this respect, CRISIL Risk and Infrastructure Solutions Limited (CRIS), a subsidiary of CRISIL Limited, a Standard & Poor’s company, is operating as the appointed Lead Financial Advisors, while MVA is the Technical Advisor and Gide Loyrette Nouel (GLN) is the appointed Legal Advisor for DPEP.
We will chair the conference, with the participation of representatives from WB Resident Mission in Vietnam and relevant ministries including the Ministry of Finance, Ministry of Planning and Investment, and the Office of the Government. The Investor Conference in the morning will provide further insight into the technical, financial and legal aspects of the DPEP. In addition, we will also respond to the queries by interested investors during the conference. In the afternoon, we will hold a Pre-Application Conference regarding Request for Qualifications (RFQ).
