Vietnam – Laos sign a memorandum of understanding to boost cooperation on transport(Monday, 14/09/2015 13:08 GMT+7)

Today (September 14), in the visit and working in Cambodia, Prime Minister Nguyen Tan Dung together with Vietnamese high-level delegation including Minister, Chief of Office of Government Nguyen Van Nen, Minister of Transport Dinh La Thang, Minister of Industry and Trade Vu Huy Hoang, Deputy Minister of Planning and Investment Nguyen Chi Dung... attended the talk about cooperative strategy on transport for 2016-2025 period, vision toward 2030, with Lao Prime Minister Thongsing Thammavong at Office of Lao Prime Minister (Vientiane capital, Laos).


After this discussion, Bounchanh Sinthavong, Minister of Public Works and Transport, on behalf of Government of Democratic Republic of Laos and Dinh La Thang, Minister of Transport on behalf of Government of Social Republic of Vietnam, signed a MoU between two countries about the strategic agreement about cooperation on transport for 2016-2025 period, vision toward 2030.

After this discussion, Bounchanh Sinthavong, Minister of Public Works and Transport, on behalf of Government of Democratic Republic of Laos and Dinh La Thang, Minister of Transport on hebalf of Government of Social Republic of Vietnam, signed a memorandum of understanding (MoU) between two countries about the strategic agreement about cooperation on transport for 2016-2025 period, vision toward 2030.

Signing the MoU establishes a legal basis for Government of Social Republic of Vietnam and Government of Democratic Republic of Laos to be proactive in planning and connecting the transport between two countries and the region, to ensure synthetic development of transport system between two countries in direction of sustainability, modernity, vision; to connect modes of transport to create an uninterrupted, smooth system for effectively meeting transport demands in two countries as well as promoting maximal advantages of geographic position and natural conditions in two countries, especially the potential central position of Laos in connecting road transport with regional countries and potential sea transport of Vietnam in connection with international transport, that facilitate promotion of trade between two countries which have not been corresponding to the two countries’ special relationship.

The MoU consists of 06 articles, of which the key content is to give a frame for two countries to cooperate in development and organization of implementation of Transport Development Strategy for 2016-2025 period and vision toward 2030. Accordingly, special focus is paid to transport connection and transport exploitation between two countries in all the modes.

Also, it is affirmed that each country will mobilize all of their sources, including socialization, to implement investments, transport development.

This MoU will positively affect relationship between Vietnam and Lao, match with comprehensive development orientation of Vietnam with Asian countries in general and with Laos in particular.

This MoU encourages and build a legal corridor for Vietnam to plan the key routes linking Vietnam and Laos to ASEAN countries, making a sequence of priority in execution of key projects, cooperation with Laos to attract investments in efficient roads as well as to consult Laos to promulgate suitable policies to boost effective organization and exploitation of international transport activities as well as transit transport between two countries.
